One big requirement of the new rule is that at the beginning of every work shift, a responsible individual must examine the work environment, checking for health and safety hazards. If any hazards are found, action to fix the problem must be taken immediately. Miners on the site must be notified of hazards that are not corrected before the miners are exposed to them. If there are conditions that may cause imminent danger to anyone in the mine, the area must be evacuated until the hazard is rectified.
The new rule does state that a “competent” individual has to be assigned by the operator to conduct the examination. This means that the mine operator must choose someone whose skills and abilities make him qualified the safety of the work environment. This means that the person must be familiar with what dangerous conditions might be present within the work environment of a mine. This requirement is the same in the new rule as it is in the current one.
